Following this, the ministry will soon come up with a monitoring framework as it aims to make NCVET a hallmark for skilling in India.
“The success of India’s skilling system will depend on how effectively we implement these guidelines,” MSDE secretary and NCVET chairman Pravin Kumar said.
However, in the absence of adequate regulatory oversight, numerous stakeholders have been offering training programs of varying standards with multiplicity in assessment and certification systems which are not comparable, with serious consequences for the vocational training system and thus the employability of the country’s youth.
Consequently, the government has last year set up the skills regulator the National Council for Vocational Education and Training (NCVET) as a non-statutory regulatory authority under the administrative control of the ministry of skill development and entrepreneurship. The erstwhile National Council for Vocational Training (NCVT) and the National Skills Development Agency (NSDA) have been merged into the NCVET.
The NCVET role is to regulate the functioning of entities engaged in vocational education and training, both long-term and short-term, and establish minimum standards for the functioning of such entities.
The government is of the view that this institutional reform will lead to improvement in quality and market relevance of skill development programs lending credibility to vocational education and training encouraging greater private investment and employer participation in the skills space.
This in turn will help achieve the twin objectives of enhancing aspirational value of vocational education and of increasing skilled manpower furthering the Prime Minister’s agenda of making India the skill capital of the world.
Under the Pradhan Mantri Kaushal Vikas Yojana 2.0, the government intended to train 60 lakh youth under short-term skills training programme while certifying 40 lakh individuals under RPL.
Of this 34.17 lakh have been trained as on September 21 while 33.2 lakh candidates have been trained under RPL and 1.54 lakh have been trained under special projects, taking the total number of trained candidates so far to 68.9 lakh candidates.
