NEW DELHI: Trainee officers selected to IAS, IPS and other all-India services this year will start the first leg of their induction training — the foundation course at the picturesque Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie — on Monday amid strict Covid-19 safety protocols. All the 428 trainee officers who have registered have had to report to the academy with a ‘negative’ RT-PCR test result and will take the first week of the course online from their respective hostel rooms on the campus.
LBSNAA deputy director Vidya Bhushan, who is also course coordinator for the 95th Foundation Course to be conducted between October 12 and December 18, told TOI: “All 428 trainee officers are arriving pre-tested for Covid-19 and being accommodated in double-occupancy rooms, where they get individual kits with N95 mask, thermometer, sanitiser and a set of Covid-19 safety instructions. They will be required to self-monitor on a daily basis and report any issue to doctors at the on-campus medical centre,” he said over the telephone from Mussoorie.
The trainee officers will be required to wear masks and maintain social distancing during physical classes, which are expected to begin from October 19 “since they would have settled in by then,” said the course coordinator. The young trainees have been advised not to undertake visits outside the academy unless essential, and wear masks and strictly observe social distancing off-campus. In the event of any trainee testing positive during the course, he or she will be shifted to a Covid care centre set up by Uttarakhand government, with a separate team of doctors and nurses, on the campus itself.
On why only 428 of the over 800 trainee officers eligible to take the foundation course this year, had registered, Bhushan explained that this was on account of exemptions sought by others for valid reasons such as preparation for next Civil Services Exam (possibly aspiring for a better rank) or medical grounds. “The number of candidates who have registered this year is more or less on the same lines as the past years,” he said.
The foundation course marks the beginning of a bureaucrat’s induction training after selection to the civil services. The course endeavours, amongst other objectives, to develop a spirit of camaraderie and esprit de corps amongst the officers of all the participating services.
